The Challenge
Our client was preparing for a period of significant change and needed to understand how its people were really feeling, beyond what could be seen from the top. Engagement signals were mixed, trust was uncertain, and leaders wanted evidence they could rely on rather than assumptions.
Our Approach
We designed a mixed-method employee experience program built around the questions leaders actually needed answered. We designed and built an engagement survey in Qualtrics with anonymity thresholds that let people speak honestly, segmented results by role, tenure, and department, and ran focus groups to explore the themes the data surfaced. Role-based dashboards gave leaders the organization-wide picture and gave managers what was relevant to their own teams.
The Outcome
We invited roughly 4,200 employees and reached a 87% response rate, well above the public-sector benchmark. Leadership came away with a prioritized set of actions rather than a report that sat on a shelf, and managers ran their own team action sessions. At the next measurement wave, overall engagement rose 11 points and trust in leadership rose 14.
